Animal products will be imported according to special permissions
From September, 10, 2009, veterinary and sanitary inspection, which is carried out at an import to the territory of Ukraine of animals, products of animal origin, reproduction material, biological products, pathological material, veterinary preparations, substances, feed additives, premixes and feeds from other countries according to the letters of agreement on their import to Ukraine by agricultural operators with different forms of ownership issued by State Committee of Veterinary medicine during the period from 01.01.2008 to 31.12.2008 (inclusive), is canceled.
We’d like to remind, that with the purpose to prevent the import of commodities, containing animal disease pathogens, to the territory of Ukraine it is necessary to receive a special permission according to clause 83 of Ukrainian Regulation on veterinary medicine (ÇÓ #361-V from 16.11.2006). To follow the regulation Government of Ukraine approved the procedure of issuing the permission (resolution # 652 from 01.07.2009).
According to the procedure, the permission is issued by State Committee of Veterinary Medicine free of charge during the period of 30 days from the date the documents are submitted for consideration in case of:
- import of productive animals and reproduction material provided that the results of determining the efficiency by the veterinary service of the country of origin are submitted;
- import of live microorganisms and pathological material, containing animal disease pathogens, with the purpose to carry out research and other allowed purposes;
- if commodities are imported for the first time.
The permission is valid one year from the day it is issued.
We would like to mention, that sample application form and sample permission are approved by the order of State Committee of Veterinary Medicine # 252 from 27.07.2009.

Procedure to use the funds of Stabilization Fund for financing the measures to protect, meliorate and increase soil fertility in 2009
Cabinet of Ministers of Ukraine (CMU) by regulation from 12.08.2009 # 914 approved the Procedure to use the funds of Stabilization Fund for financing the operations to protect, meliorate and increase soil fertility in 2009.
According to the regulation, budgetary funds are administered to operators involved in agricultural production (further on, agricultural enterprises) regardless of legal form and pattern of ownership for partial refunding the costs for commercial fertilizers containing phosphorus and manufactured by domestic producers, and purchased by agricultural enterprises for the use in their own production according to direct agreements with domestic producers from August, 1 till December, 1 2009.
Agricultural enterprises which are acknowledged bankrupts and against which case about bankruptcy is excited, that are in the stage of liquidation, do not have the right for the refunding.
According to the procedure the following amounts of refunding are administered:
· Purchase of superphosphates – UAH 600 per 1 ton;
· Purchase of ammonia phosphate – UAH 1,350 per 1 ton;
· Purchase of nitrogen ammonia phosphate – UAH 1,125 per 1 ton.
Announcement about the list of documents applied to receive the refunding, timing and terms of their application are declared in mass media.
Application to receive refunding for fertilizer costs will be submitted according to the procedure established by the commission organized at district Administrations of agricultural development.
To the application one will attach attested copies of the documents which confirm the fact of purchasing, namely warrant of payment and clearing house check, invoice and documents to confirm the right to ownership or using a plot of land.
Applications to receive refunding for fertilizer costs are considered by the commission as they are submitted.
